Rhox Consulting, founded in 2024, is a Quantity Surveying firm located in Langley, BC. We specialize in the Lower Mainland and Vancouver Island markets as construction cost consultants, providing cost estimating, loan monitoring, cost control and related services to suit the needs of local developers and lenders.
We provide our clients with timely and realistic budgets as well as dedicated support for management of potential risks through the development and construction process.

Adam Breadmore, PQS
Principal
With over 12 years of experience providing Quantity Surveying services for projects across British Columbia, Adam has acquired extensive knowledge on the industry, its participants, and its standards. He is well versed in the various requirements of all local lenders and the quality of communication, teamwork, and execution expected by developers and other project shareholders. He has taken the highest level of due diligence required as the basis for Rhox Consulting’s reporting standards.
Judy Tran, BBA, Dipl.T
Quantity Surveyor
As a Quantity Surveyor with over 8.5 years of professional experience, Judy also holds a BBA degree in business management and ABET diploma from BCIT. Judy brings a strong combination of technical cost management and business acumen, enabling her to deliver accurate reporting, risk-focused cost control, and clear value engineering insight throughout the project lifecycle. In addition to her role at Rhox Consulting, she is currently working toward her PQS designation, demonstrating her ongoing commitment to professional standards and excellence in cost consulting.
